another blow by President Evo Morales, who accused the government of President
Fernando Lugo of being “corrupt". Relations between the two neighbours, whose
presidents otherwise have a good relationship given their ideological empathy,
are being tested over Paraguay's decision to grant asylum to Mario Cossío, the
governor of Bolivia's eastern department of Tarija, suspended from his post in
